Whilst being lauded in some quarters as a progressive initiative, the APRM has received scathing critique from those who believe that African leaders neither have the will nor moral authority to peer review and censure each other. This occasional paper provides an analysis how gender has been integrated, mainstreamed and taken up within the APRM process. The discussion outlines the evolution of the gender question in Africa specifically issues around gender discrimination, inequality and difference. It argues that gender has received token attention within the APRM. The everyday experiences of African women and their dreams, hopes, fears and ideas are not reflected within this initiative. Its concerns with macro democratic and governance questions have meant women are relegated to the periphery. For so long women's issues have been ghettoized and defined as irrelevant to governance. Yet experiences in Africa have shown that women's issues are governance issues. The paper also focuses on how gender can be infused as a critical element of the debate around democratization in Africa. Without addressing gender disparities most of what Africa aspires for in terms of good governance and development will remain a pipe dream. The paper provides recommendations to policy makers on how the APRM process can take up gender issues. A common strategy, however, is lacking and condom use has remained low. In order to find out which factors contribute to the low level of condom use, field work was carried out in Blantyre (Malawi) between April and July 2015. Data was collected through participant observation, in-depth interviews, focus group discussions and informal interviews. Additional material was obtained from diaries and other written sources. The population under study consisted of female sex workers (FSWs), clients of sex workers, bar owners, local men and women from Blantyre and voluntary counseling and testing (VCT) counselors. The author finds that several factors influence low condom use among these sex workers: their low socio-demographic status; lack of access to news media; lack of / incorrect knowledge about transmission and prevention of sexually transmitted infections including HIV; unequal gender and power relations; and economic factors. Economic factors can force FSWs to accept clients who refuse to wear a condom, in order not to lose them to another FSW. For some FSWs, however, the risk of contracting a disease prompts them to use condoms with their customers. Bibliogr., sum. To achieve this lofty objective, various regionalist frameworks were designed and instrumentalized, albeit, to transform the continent but the material and spiritual conditions of the majority of the inhabitants have not improved. Whatever aspect one considers - security, foreign investment, trade, information technology and skilled labour force - the continent outlook gives little or no cause for celebration. What could be responsible for this state of affairs or put differently, what accounts for the crisis of regionalism in Africa? This paper sought answer(s) to these questions in the light of West and Central African experience under French colonialism. Drawing on secondary historical data and leaning on structural dependency platform spiced with colonialism thesis, it argued that la Francophonie, the assimilatory base of French imperialism, and its legacy, has to a reasonable extent, thwarted efforts at institutionalizing regional integration in the sub-region. The number of newly infected persons is declining year after year (2.1 million new cases in 2013). However, the news is still grim and especially so for young women. Why does HIV seem to discriminate against women, especially younger women? Women are physiologically more susceptible than men, but among the most significant causes are gender inequity and related poverty and human rights issues. A number of strategies and tactics are used in the struggle with HIV/AIDS. Some are old ideas, found successful in campaigns against other diseases. Others are of more recent origin. Among the latter has been the use of sport. In this essay, we discuss some of the ways in which sport is used to assist women in the struggle against HIV/AIDS. A survey of problems associated with the spread and the prevention of HIV/AIDS is indicative of the difficulties faced. Of the many strategies and tactics, is there a role for sport? Sport has been able to assist with some of the associated problems. Although in some instances a sport activity is aimed at a single issue, more often the purposes are multiple. The overall objective was to assess the effectiveness of different MF models in reducing income poverty and inducing the adoption of environmental conservation practices in local communities living adjacent to the Uluguru Mountains in Tanzania. Results from this study found a strong statistical association between changes in the type of income generation activities and access to loans from MF institutions, which implies the creation of new business enterprises as a result of access to loans from MF. The study's empirical evidence did not support the hypothesis that access to MF services and level of poverty influence attitudes to environmental conservation and engagement in environmentally destructive activities, particularly the use of fire for land preparation. Also, the evidence revealed strong association between beneficiaries of MF services and the use of alien farming practices perceived to enhance environmental conservation, notably terraces, contour farming and crop rotation. However, being MF beneficiaries had no influence on the use of indigenous farming practices known to conserve the environment, such as tree planting and natural fallow. Evidence suggests that lack of adoption of conventional environmental conservation practices among the poor, poorest, and/or non-beneficiaries of MF services is actually a result of inherent to the overall market and policy failures. These factors are responsible for preventing the poor and the poorest and/or non-beneficiaries of MF institutions from accessing necessary information regarding the introduced conservation practices. Globalization has, however, placed buffer states at the centre of the new security dilemma creating national and transnational security risks that adversely impact on the capacity of neighbouring states to effectively perform their basic functions. The establishment of Somalia's newest semi-autonomous region Jubaland, perceived as Kenya's buffer zone, has created a new security dilemma for Somalia. This article examines the relationship between the creation of Jubaland and the national and transnational security risks it poses for Somalia's state capacity building efforts. The mutually related national and transnational security risks examined emanate from the adverse effects of Somali clan/militia conflicts and Kenya Defence Forces operations in Jubaland as part of the African Union Mission in Somalia. These security risks have adversely impacted on state capacity and state autonomy hence hindering the ability of the collapsed Somali state to re-build itself and effectively provide political-military security. Results found that Community-based Targeting (CBT) was the main mechanism applied in identifying children for social protection interventions. There were serious concerns about lack of transparency, duplication of efforts, and poor participation of children and caregivers, and exclusion and inclusion errors were also mentioned. Data also revealed that the national identification guideline was difficult to apply. Finally, the study found that the majority of the organizations and individuals surveyed focused on protective support services to MVC and their households. In the process, SA's political identity is changing. Much of the article also focuses on the evolution or adaptation of the national political identity of SA. This discussion shows that there is a risk that the new political identity may not be accepted by the majority of South African citizens or by its allies in the region and on the continent. Little is known about how China wields its soft power currencies in strategic regions, as the literature has focused on a particular region, particularly Asia and Africa. Thus, this study examines Chinas geopolitical influence, drawing attention to its soft power currencies in Africa and the Middle East. It employs both primary and secondary data. The primary data were personal in-depth interviews and internet polls. Interviews were conducted with experts, particularly in the field of international relations. The study argues that Chinas soft power in Africa and the Middle East is a double-edged sword. While some appreciate Chinas presence in these regions, others are either ambivalent or have negative perceptions of this Asian powerhouse. The study concludes that China still requires huge investment in its soft power in order to win the hearts and minds of the majority of the citizens in these regions. The letter expressed Chilembwe's fear and frustation about the exploitation of his fellow Africans for imperialist military objectives. In particular, this article explores some definitional issues in the measurement of poverty and the presence or otherwise of Western biases in the conceptualisation and measurement of relevant outcomes in childhood. In 1910, Zomba Central Prison opened a wing for mentally ill inmates, wanting to separate them from the others. By the 1930s the view that mental illness was a medical condition that required proper medical treatment had gained ground. In 1943 Zomba Central Prison opened a wing where quieter patients could lead a less restricted life, growing their own food as a form of occupational therapy. In 1948 the Mental Health Treatment Act replaced the Lunacy Act and the Asylum Ordinance. The Mental Health Treatment Act was amended in the 1960s to deal with some forms of discrimination that existed in the ordinances. Zomba Mental Hospital was opened in 1953. The colonial administration did not invest in the training of native Malawian mental health professionals; only after Independence such training was taken up. A first National Mental Health Policy was developed in 2001. The policy was, however, not fully implemented by the time it expired (2005), nor was it replaced by a new national policy. The authors call for a review of the Mental Health Treatment Act and the development of a renewed mental health policy for the benefit of the mentally ill and their care givers. Bibliogr. Findings reveal that respondents utilize modern maternal health care facilities in the area very often (82%), however the services rendered in the modern maternal health care were not satisfactory to respondents (84%). There is unwillingness among respondents to utilize modern maternal health care provisions (88%) and an above average willingness to visit Traditional Birth Attendants (TBAs) more than the modern maternal health care facilities (52%). This study therefore recommends equipping modern health care facilities with both human and material resources to enhance their performance. Despite the links of subsequent science, technology and innovation policies and strategies to development outcomes, the focus on the poor was notably overlooked. In the decade since the White Paper was released, the gradual and minimal 'trickle-down benefits' of innovation failed to address increasing inequality, unemployment and subsequent poverty across South Africa. Evidence from our study of four rural district municipalities, using a purposively designed snowball sampling approach, indicates that current innovation activities in these areas appear prominent in the service or tertiary economic sector. This evidence reinforces prevailing ideas that the service sector is an important area for innovation and development, while the primary sector, including agricultural activities, remains important but perhaps less than previously emphasised. The high number of public, private and non-profit enterprises innovating in the service sector delineates this sector as a crucial entry point for innovation linked development. However, several prevailing trends with regard to innovation networks and the diffusion of innovations exist as challenges across all three sectors. A cross-sectional study was conducted among 117 pupils, students and teachers in selected primary and secondary schools in Offa Local Government Area of Kwara state, Nigeria. The focus was on risk factors such as alcohol consumption, tobacco smoking, obesity, poor diet, physical inactivity, infections such as hepatitis B, hepatitis C and human papillomavirus, and exposure to ionizing radiation and environmental pollutants. Poor awareness about risk factors associated with cancer was observed. The author argues that public health professionals, policy makers, media, stakeholders and the public should act to ensure everyone has the most up-to-date information on how to minimise the risk of developing the disease. The paper uses cross-sectional data of 1,498 and 1,392 university students from Mafikeng and Potchefstroom campuses. The major source of information on HIV/AIDS for the students were university programmes. At the Mafikeng campus, 9 out of 10 undergraduate students had taken an HIV test, compared to 4 out of 10 at the Potchefstroom campus. Age and level of education were found to be the main predictors of knowledge of HIV and uptake of voluntary counselling and testing, while race was a predictor of knowledge of HIV and uptake of VCT services among Potchefstroom undergraduate students. An analysis of the Masakhane Pelargonium case reveals that while the Masakhane community's successful use of IPR law in a case against Schwabe Pharmaceuticals has been lauded as a successful example of a marginalised community using South African IPR law to protect IK, the facts and results of the case are more ambivalent. Importantly, the Masakhane case shows that existing community resources and the level of mobilisation of the community affect the community's ability to use IPR law effectively. A consideration of the broader context in which IPR law is used is required in order to determine how useful IPR law may be for a particular indigenous community seeking to protect its knowledge and bio-resources. It can be argued that since rural leaders wield considerable influence over their people, their participation in rural development projects will go a long way to ensure the success of such projects. It is against this backdrop that this article sought to identify strategies for enhancing the participation of community leaders in the development of their communities in the Northern Region. The study was undertaken in the Sawla-Tuna-Kalba district of the Northern Region. It is the belief of the authors that the results from this study can be generalised to the entire region. This study employed the mixed methods research approach where 100 community leaders were selected for interviews. The study found amongst other things that community leaders in the district lacked basic literacy and numeracy skills, which hampered their active participation in the various stages of community development. It was recommended that the capacities of community leaders should constantly be built in order to promote their active participation in community improvement initiatives. The phenomenon is thought to be more pronounced in Sub Saharan Africa. This paper draws from a wider phenomenological study on the lived experience of selected people diagnosed with cancer in rural and urban Zimbabwe. It seeks to identify and examine the interplay of factors which results in late presentation for a cancer diagnosis and for treatment. A total of 30 adult participants diagnosed with cancer and 5 key informants took part in the study. Semi structured interviews, focus group discussions and key informant interviews were used as tools for data collection. Key results indicated pronounced late presentation due to low levels of basic knowledge of cancer symptoms by both clients and health care professionals, widespread consultation of traditional health practitioners before and after a diagnosis, financial handicaps and varying symptom interpretation.
