It is based on qualitative and quantitative research conducted in Grahamstown/Rini located in the Eastern Cape. The study reveals that most households do not rely on social networks as the primary means of survival but on grants and (to a lesser extent) wages. Social security networks are only accessible to those who can afford regular membership contributions, thereby excluding the poor. The study shows how those who cannot afford to be members of social security networks still have access to communal social support networks. Neighbours stand out as important networks in this regard. However, the informal neighbourhood support networks are restricted, mainly due to issues of trust and the limitations on the poor's ability to reciprocate. Bibliogr., note, sum. Key roleplayers and stakeholders in local government were instrumental in adopting a negotiated local government model, which would be implemented in three phases between 1993 and 2000. Elections held in December 2000 marked the end of the transition period which resulted in a reduction in the number of municipalities from 843 to 283. Regular elections and the plethora of legislation introduced to consolidate the new dispensation have resulted in local democracy and decentralization being deeply rooted in the local governance system. It is believed that a democratic and decentralized governance system will promote local development, address poverty reduction, facilitate civic engagement and ensure national integration. Two research questions were addressed and two hypotheses tested at .05 level of significance. The author adopted a survey design and used an ICT Utilization Questionnaire (IUQ) to collect data from the entire population of 142 counsellor-educators and trainee-counsellors in the five universities in the South-South geopolitical zone of Nigeria which offered Guidance and Counselling as a course of study at the Master's degree level in the 2007/2008 session. This instrument was validated by five experts, and its reliability was established to be 0.9. Data were analysed using mean, standard deviation and t-test measures. The findings indicate that there is no digital divide based on gender but there is a digital divide based on status of counsellor educator or trainee-counsellors. The Reconstruction and Development Programme (RDP) explicitly advanced a social development agenda by setting targets for the provision of water, sanitation and electricity. So far a lot has been achieved in ensuring equality of access to these services, but inequalities persist with respect to regions, race and income. Using SASAS (South African Social Attitudes Survey) data (2005-2009), this article examines equality of access to sanitation across 'race' and region. The authors argue that there is a disjuncture between the free basic sanitation policy and its implementation. They recommend that greater targeting and more innovative strategies are required to ensure that the most vulnerable groups have access to sanitation, as it plays an important role in enhancing their quality of life and their contribution to local economic development. Developments at universities suggest an entrepreneurial model of academic research production in which universities have the responsibility not only to carry out research and teaching but also to disseminate research outputs directly to end-users in society. In this paper, the authors present findings on ICT research studies conducted and the dissemination of the research findings at three universities in Botswana, Namibia and Zimbabwe in the past five years. A major finding was that many ICT studies conducted at these universities did not target particular community groups for dissemination of knowledge generated and, consequently, research outputs from these projects were not delivered to their potential end-users. The ICT research findings remained located mostly in university departments, libraries, and donor or government ministry offices. The main challenge was that of effective dissemination and utilization of research knowledge outputs from these academic institutions. The recommendation emerging from the analysis was to monitor research outputs and to intensify dissemination and utilization of the academic knowledge produced. Bibliogr. There are few laws that protect them as the government is the instigator of the displacement and no government can be both perpetrator and protector. Food aid has become one of the major protective interventions aimed to enhance stability in settings of displacement. However, a major question is how food aid affects IDPs. The study in Manicaland, Zimbabwe, on which this article is based, was designed to investigate and evaluate how food aid affects the lives of displaced persons. The focus is on understanding the effects of food aid on households' food security, migration trends and asset loss during periods of displacement. The article examines the relationship between food aid and livelihoods assets, and indicates how the transforming structures can be linked to food aid interventions. The findings show that food aid plays a significant role in cushioning displaced households, provided that it is integrated with other sustainable livelihood interventions. Due to denied access to land, IDPs are dependent on food aid for their household food security. There is increased school attendance as a result of food aid to IDPs, but the absence of security of tenure hinders community driven effective alternatives to a food aid programme. The author argues that the latter part of the question is more applicable since the effects of apartheid, colonialism, and imperialism are deeply entrenched in most people. He validates this argument by researching whether racism still exists in schools 20 years into democratic rule. The research, qualitative in nature, was based on interviews and questionnaires with school principals and educators in four formerly white schools - two primary and two secondary - in Gauteng. The findings indicate that racism persists in these schools and is considered a serious problem by principals and educators. For development practitioners and policy makers the importance of evolving linkages between tourism and agriculture demands attention. This article provides an examination of the state of linkages in South Africa's luxury safari lodge tourism sector. The results reveal the existence of only limited linkages between safari lodge accommodation providers and local agriculture. Current supply chains are mainly organized by intermediary supplier enterprises which source required food mainly from urban markets with only minimal local impacts. Linkages represent a vital potential mechanism through which to achieve the objectives of pro-poor tourism, and a first step to maximize pro-poor impacts and avert polarization, is to understand why such linkages rarely materialize and to identify the conditions necessary for them to do so. Relative to academic performance (core academic achievement), there has been little research on the extent to which students practise organizational citizenship behaviour (OCB) in their academic work. The aim of the present study was to explore some correlates of both OCB and academic performance. Data used in the study were obtained from 185 students enrolled in a business course at the National University of Lesotho. Survey questionnaires inquiring about students' commitment, self-esteem, and OCB were administered to 204 third-year students. These were correlated with formal academic performance before and after the survey. Students' commitment was significantly related to both OCB and academic performance. Self-esteem was significantly correlated with OCB, but not academic performance. Two dimensions of OCB (altruism and civic virtue) were moderately but significantly related to academic performance. Results suggest that improving self-esteem might affect OCB, and improving commitment and certain elements of OCB might improve academic achievement. Bibliogr. On both the strategic and operational levels, rural tourism routes can only function effectively if they have the support and co-operation of the wide range of stakeholders in the route. While some stakeholders are readily identified, others are not immediately apparent or may not be recognized as stakeholders in the route. Based on a qualitative study, this article develops a framework to identify and link the range of stakeholders in southern African rural tourism routes. Three different groups of stakeholders are identified, namely demand-side stakeholders or visitors, core stakeholders or tourism service providers on the route, and enabling stakeholders, who influence both the route operations and the environment in which the route operates. Recommendations are made for rural tourism route organizations to engage with a range of stakeholders through an inclusive membership structure of the route organization. Bibliogr., notes, ref., sum.
