A panel data of 16 SSA countries sampled from 1980 to 2014 are employed. Using the fixed effect, pooled OLS and the FMOLS techniques, our empirical results show that financial development complements FDI inflows to augment domestic investment in SSA. Among other things, the direct effect of FDI inflows, financial sector development, real GDP growth, domestic savings and trade openness are investment promoting while lending rate and inflation inhibit domestic investment in the region. As a policy implication, deepening the financial sector demands considerable attention since it serves as an important channel through which FDI influences domestic investment. While developing the financial sector, it is equally essential that policymakers give enough attention to key macroeconomic stability. Bibliogr., sum. This is because the benefits of education are ultimately determined by the skills acquired in school, and not just the number of years spent in education. This paper investigates the determinants of learning among primary school children in Ethiopia using Round 2 and 3 of the unique Young Lives survey data. Using the framework of the education production function, the inherent endogeneity problem is discussed and addressed as much as data permits. Empirical evidence suggests that children in private schools do not learn better than their counterparts in public schools. In addition, household income has little effect on children's learning. This suggests that government-backed income transfer programmes to low-income households may not achieve substantial improvement in learning outcomes. Rather, the number of hours spent studying at school may be more relevant in improving children's learning outcomes. Thus, full-day teaching as against the erstwhile shift teaching system in Ethiopia should be fully implemented and sustained across regions and districts. Bibliogr., notes, ref., sum. We provide a characterization of the Tunisian life insurance sector and a comparison to some emerging markets. Empirical results show that life insurance demand increases with income and financial development. However, other economic variables such as inflation and interest rate do not seem to influence life insurance consumption in Tunisia. Socio-demographic variables such as dependency, life expectancy at birth and the country's level of urbanization stimulate life insurance demand, while the level of education dampens it. Finally, pension expenditures have a negative effect on life insurance consumption confirming the substitution by social security system for private insurance. Bibliogr., sum. Characteristics of households related to poverty status are considered in an ordered probit model and marginal effects are calculated. Policies towards supporting a female household, controlling the birthrate of a household and alleviating regional disparity, especially with a focus on rural areas and the Southern Province will be effective. In addition, supporting farmers who do not own a farm and increasing vocational programmes may be also helpful for poverty reduction in Rwanda. Expanding the land use consolidation programme with a facilitating food market may be beneficial. Bibliogr., sum. Using a two-stage nonparametric approach, we establish the average technical efficiency of Kenya's manufacturing sector to be 68.3 percent with the least being 53 percent. Also, we find that 63 percent of the firms operated under increasing returns to scale, 35 percent of firms operate under decreasing returns and 2 percent under constant returns. Second stage results from Tobit estimation show that age of the enterprise and size enter the efficiency function negatively and their coefficients are significant. Technical efficiency is established to be concave with respect to these variables as well. The results also show that firms located in Nairobi are more efficient than their counterparts in Mombasa are. The implications of these findings for the design of policies that influence firm performance and location decisions are briefly discussed. Bibliogr., notes, ref., sum. It analyses the factors affecting dividend policy and how dividend policy affects shareholders' value. Data from 2009 to 2014 financial reports of listed companies on the Ghana Stock Exchange were used. The data was analysed using pooled OLS panel regression. The findings reveal that ROE, firm age, tax, tangibility, GDP growth and interest rate are statistically significant in explaining dividend policy. The study suggests that firms consider the use of dividend yield as an appropriate measure when making choices in dividend policy. The study finds a positive relationship between dividend per share and shareholders' value. More so, firms with higher dividend yield tend to reduce shareholders' value, as confirmed by a negative and significant relationship between dividend yield and shareholders' value. It concludes that dividend policy has a strong relationship with shareholders' value. The study recommends that managers should embark on prudent investment activities that would generate higher returns (both dividend and capital gains) to shareholders in order to increase shareholder value. Using a quantile regression approach, our findings show that FDI dampens output growth volatility not across the quintiles but only in countries with high volatility episodes. In essence, FDI does not seem to exert any significant effects on countries with low output volatility experience. Also, in controlling for some country-specific factors, our result shows the magnifying impacts of such variables like fiscal structure, money growth as well as exchange rates volatilities. Thus, increasing FDI accompanied by a conducive economic environment especially in the most volatile countries is advocated. Furthermore, a duly regulated exchange rate policy coupled with prudent government spending mostly on productive economic activities should be encouraged and implemented to reduce output volatility in the region. Although economic expansion remains paramount in policy, ensuring environmental sustainability amidst the quest to stimulate growth in Ghana has assumed a central theme in its contemporary growth agenda. Exploring annual time series data spanning 1975-2015 this study examined, in Ghana, the environmental impact of economic expansion within the standard Environmental Kuznets Curve (EKC) framework. The Autoregressive Distributed Lagged bounds approach to cointegration did not confirm the existence of EKC for any of the environmental indicators in the short run, but was robustly established in the long run for CO2 emissions and energy consumption. This conclusion implies that, given the long-run parameters of Ghana, beyond a certain income level, degradation emanating from energy consumption and CO2 emissions will eventually fall as the country's economy expands. The study is the first to examine the effect of economic expansion on three of the most important environmental indicators in Ghana and also to employ an environmentally adjusted income variable as a measure of environment sustainability. The econometric strategy combines estimation of random effect Probit models and variance decompositions to assess the relative contributions of between-family and within-family inequalities in schooling. Whilst the selected countries are rather heterogeneous in terms of economic development and public education expenditures, very similar results are found in five out of the six sub-Saharan countries. More than two-thirds of differences in schooling are explained by educational differences between families and within-household inequalities are very difficult to explain by observed family characteristics. Unfortunately, approximately one million school-aged children are still not enrolled in school. Earlier literature provides evidence that educational opportunities differ among children, due to poverty, gender and area of residence. Our paper provides new empirical evidence of the importance of children's ethnolinguistic background for their probability of being in school. Using data from the Kenya Integrated Household Budget Survey 2005/06, we found that Somali and Maasai children are least likely to be in school. Girls and boys from the Somali and Maasai groups, but also Mijikenda and Swahili girls, have a lower probability to be in school than their Kikuyu peers. This might indicate that gender norms are stronger in these groups. Bibliogr., sum. This study revisits the aid effectiveness debate quantitatively by investigating the relationship among foreign aid, governance and economic growth in SSA using more recent data from 1996 to 2012 and testing for heterogeneity in aid recipient countries. Fundamental questions raised in this study are: does aid work the same way in all regions and group of countries in SSA? Do governance and size of aid matter? Employing the system generalized methods of moments (system GMM) technique, results show that foreign aid has an insignificant negative relationship with economic growth in aggregate SSA. However, one cap does not fit all in SSA as heterogeneity across aid recipients has implications for aid effectiveness. Moreover, governance and size of aid complement each other to improve growth in SSA. This study has been able to show quantitatively that a general policy for countries in SSA is not good enough for aid effectiveness; donors should increase the size of aid, and governance in recipient countries must improve. In conclusion, heterogeneity, governance and size of aid matter for aid effectiveness in SSA. App., bibliogr., notes, ref., sum. We find that FDI has a direct positive effect on economic growth and that strong democratic institutions are a significant driver of economic growth in the sample countries. The impact of FDI on economic growth is dependent on the level of democracy in the host countries. This implies that countries with strong democratic institutions are better able to absorb the positive spillovers from FDI. In policy terms, Southern African countries should sustain the institutional reform policy agenda already in place in order to benefit more from the significant inflows of FDI. Bibliogr., sum. To help the sector recover, the government intensified its intervention in the form of prices support. This study assesses the impacts of sharp increases in producer prices during the years 2009-2012 on cotton production and the distributional impacts on welfare. Using a partial adjustment model of supply response, we estimate that cotton supply elasticity ranges between 1.3 and 2.6, suggesting that cotton production responds strongly to price incentives. Next, we use concepts of compensating variation and net benefit ratio measures to analyse the welfare implications. We find that an increase in price from 190 FCFA per kg in 2009 to 250 FCFA per kg in 2012 led to a 9.8 percent increase in producers' welfare. Non-parametric regressions showed that the increase in cotton prices likely benefited all households across the entire income distribution. However, the gains are larger for rich farmers in the northern regions where cotton is predominant. Bibliogr., notes, sum. This study aims at investigating determinants of households' enterprise engagement and effect on livelihood. Logit model and propensity score matching were employed to analyse data captured from 415 households in Ethiopia. The empirical model reveals that education, cooperatives, socio-economy, access to transport, communication, credit, and FTC were drivers of households' engagement in NFE. Livelihood was also significantly better for engaged households. It is suggested that policies to improve infrastructure, credit and extension, and promote rural cooperation would enhance Africa's smallholders' enterprise development. Bibliogr., sum. These vital findings not only provide useful information to policy makers and key microfinance industry players, but also highlight the impact that institutional qualities have on microfinance performance. The Autoregressive Distributed Lag Model (ARDL (1,1)) and ARDL bounds testing procedure (Pesaran et al., ) was adopted for the estimation. We used annual time series data that covers the periods 1985 to 2013. Institutional quality is measured with corruption control, democratic accountability and bureaucratic quality, while stock market development is measured with market capitalization ratio. The institutional quality captures the degree of transparency and the level of investors' confidence while market capitalization measures overall performance. In addition, we also accounted for the influence of the banking sector (proxy: ratio of credit to the private sector). We control for the influence of variables such as stock market liquidity and per capita income. The results of the bounds test suggest that institutional quality and market development move together in the long run. Further investigation also shows that corruption control and democratic accountability are key institutional measures that impact significantly on stock market development, suggesting that institutional quality promotes the degree of transparency and investors' confidence. Other variables such as stock market liquidity, bureaucratic quality and per capita income were also found to be important determinants of stock market development in Nigeria. Hence, given the above findings, the relevant authorities should increase their efforts to control the level of corruption through the enhancement of the regulatory framework that could ensure accountability and efficient monitoring of the market actors for the sustainability of investors' confidence and the promotion of stock market development in Nigeria. In this paper, we examine the effect of these outcomes on competitive behaviour in the non-life insurance market in South Africa. Using annual data on 79 non-life insurers, we employ the Panzar-Rosse model to estimate the H-statistics competitive index for samples of large versus small insurers, domestic-owned versus foreign-owned insurers and single versus multi-line insurers. Overall, our findings reveal that non-life insurers in South Africa conduct their pricing under conditions of monopolistic competition. The sub-market estimates of the H-statistics indicate that the activities of small, foreign-owned and single-line insurers improve competitive behaviour in the market. This suggests that while liberalization outcome in increased foreign presence improves competition, the creation of large firms from consolidation reduces competitive pressures in the non-life market. The results are robust to both static and dynamic specification of the Panzar-Rosse Model. Bibliogr., notes, ref., sum. The models use data from an extensive cross-sectional household survey undertaken in 2013 of over 3,500 rural households. Interest is in identifying the main input constraints to improving farm production, with a particular focus on labour constraints, and the impacts of farm production on the well-being of children - their food security, resilience and engagement in school. The results show low agricultural productivity, and that yields per hectare decline significantly with land size. This is consistent with poor quality land and a labour constraint in agricultural activity: there is insufficient return on labour to justify further investment of effort to cultivate the land, given the typically low-input, labour-intensive farming methods. Food shortage models also show that adult labour is relatively unproductive: having more adults in the household produces little reduction in the incidence of food shortages. Overall the results suggest some directions for development interventions, by highlighting that the critical issue for economic and social development among these communities is to improve the productivity of both land and labour. Fixed and random effects, as well as fully modified ordinary least squares (FMOL) panel data estimation techniques are employed on annual data covering 1991 to 2014. Empirical analyses are performed at both aggregate ECOWAS data level and sub-regional levels, that is, Francophone and Anglophone country levels. Results show that gross domestic product (GDP) growth has a reducing but insignificant effect on unemployment rate, which indicates low employment elasticity of growth in the region. Inflation has an overwhelming positive impact on unemployment, indicating invalidity of the Phillips curve hypothesis. Another important finding of the paper is the positive impact of labour productivity on unemployment rate, reflecting a trade-off between labour productivity and employment. Further, FDI and external debt exert a weak negative impact on unemployment, while population growth has an increasing effect. The paper suggests the need for enabling macroeconomic environment that promotes employment generation in the ECOWAS region. Bibliogr., sum. In the spring of 1994, the tiny African nation of Rwanda was ripped apart by a genocide that left nearly a million dead. Neighbors attacked neighbors. Family members turned against their own. After the violence subsided, Rwanda's women-drawn by the necessity of protecting their families-carved out unlikely new roles for themselves as visionary pioneers creating stability and reconciliation in genocide's wake. Today, 64 percent of the seats in Rwanda's elected house of parliament are held by women, a number unrivaled by any other nation. While news of the Rwandan genocide reached all corners of the globe, the nation's recovery and the key role of women are less well known. In Rwandan Women Rising, Swanee Hunt shares the stories of some seventy women-heralded activists and unsung heroes alike-who overcame unfathomable brutality, unrecoverable loss, and unending challenges to rebuild Rwandan society. Hunt, who has worked with women leaders in sixty countries for over two decades, points out that Rwandan women did not seek the limelight or set out to build a movement; rather, they organized around common problems such as health care, housing, and poverty to serve the greater good. Their victories were usually in groups and wide ranging, addressing issues such as rape, equality in marriage, female entrepreneurship, reproductive rights, education for girls, and mental health. These women's accomplishments provide important lessons for policy makers and activists who are working toward equality elsewhere in Africa and other post-conflict societies SN - 0-8223-6257-0 AV - AFRIKA 52711 Y2 - 2017/10/11/ M3 - 412451360 ER - TY - JOUR ID - 4022 T1 - South-South trade and geographical diversification of intra-SSA trade: evidence from BRICs A1 - Didier,Laurent Y1 - 2017/// KW - BRICS KW - exports KW - international trade KW - Subsaharan Africa RP - NOT IN FILE SP - 139 EP - 154 JA - African Development Review: (2017), vol.29, no.2, p.139-154 : graf., tab. Recent findings suggest that South-South trade allows more improvement in export diversification of developing economies than North-South trade. We examine the diversification of trading partners and more precisely, to what extent the nature of external trading partners matters for the geographical diversification of intra-SSA trade. We apply this economic intuition to trade relationships between the BRICs (Brazil, Russia, India, China) and SSA countries in a context of shifting wealth and a trade reorientation for developing economies. We use a theory-consistent and robust structural gravity model with three different dependent variables (value of bilateral export flows, binary variable for strictly positive export flows, number of export destinations) based on a worldwide database over the period 1948-2012. We attempt to compare the exports of each member of the BRICs to SSA in order to know whether there are different effects on the geographical diversification of intra-SSA trade. Globally, Chinese exports to SSA have the strongest impact on the geographical diversification of intra-SSA trade relative to the other BRICs. Bibliogr., notes, ref., sum. By means of Mean Group and Pooled Mean Group estimators, we find that in 19 out of 37 countries growth has improved fiscal sustainability over time. Moreover, in only 11 out of 37 countries the tax system has acted as a good automatic stabilizer. Furthermore, tax buoyancy seems to be larger during contractions than during times of economic expansions. Finally, countries with a relatively larger agricultural sector (human capital index and stronger institutions) show a lower (higher) long-run buoyancy coefficient estimate, while high inflation and economic volatility reduce that ability to maximize tax collection. So, the country imports most of its domestic consumption needs of rice. Using survey data from 1,141 Cameroonian smallholder rice farmers, their scores of technical efficiency, determinants and the extent of their variability across three agro-ecological zones are analyzed. The results suggest significant room for improvement in the farmers' technical efficiency which varies largely across and within agro-ecological zones. Correlates of technical efficiency differentials among the farmers differ across agro-ecological zones, ranging from the age and experience of farmer and land ownership in the Sahel, age of farmer, land ownership and distance village-farm in the western highland, to agricultural training in the bimodal humid rain forest zone. To do so, we measure trade facilitation by means of three indicators, namely trade, export and import related costs, constructed by using principal component analysis. These indicators, in addition to several policy-relevant variables, are used as exogenous variables to estimate an augmented growth model which, with the aid of a dynamic system GMM estimation technique, properly addresses potential endogeneity concerns. The findings suggest that trade facilitation serves as an important channel through which trade affects economic growth. Bibliogr., notes, ref., sum. Oil price shocks have been amongst those economic variables that have been identified in theoretical and empirical literature to predict phases of business cycles. However, the role of oil price shocks to determine business cycle fluctuations has received less attention in emerging and developing economies. The aim of this study is to investigate the role of oil price shocks in predicting phases of the South African business cycle associated with higher and lower growth regimes. By adopting a regime dependent analysis, we investigate the impact of oil price shocks under two phases of the business cycle, namely high and low growth regimes. As a net importer of oil, South Africa is expected to be vulnerable to oil price shocks irrespective of the phase of the business cycle. Using a Bayesian Markov switching vector autoregressive (MS-VAR) model and data for the period 1960Q2 to 2013Q3, we found the oil price to have predictive content for real output growth under the low growth regime. The results also show the low growth state to be shorter-lived compared to the higher growth state. Bibliogr., notes, ref., sum. This study investigates the effects of unemployment on food insecurity based on data collected from 410 randomly selected households in Addis Ababa and the Munessa district of Arsi Zone. Binary logistic regression was used to analyze the data. The results show that 55.9 percent of the respondents were unemployed and only 12.4 percent of the households were food secure. The prevalence of food insecurity was higher among households headed by unemployed persons. Education and economic factors are the mechanisms through which unemployment leads to food insecurity. Lack of education reduces the chance of employment and the quality of jobs engaged in whilst the economic path to food insecurity is partly related to the inability of poor households to cope with soaring food prices and seasonal unemployment. Thus, increasing employment opportunities through pro-poor measures is a means to enhance human capital development that helps the people take advantage of the labour market and improve the economic status of households, ultimately leading to ensuring food security. It undertakes a critical review of Nigeria's 2011 general elections vis-…-vis manifestations of violence across all the regions and zones of the country. It also attempts an in-depth and dispassionate overview of the nexus between democracy and violence. The paper infers that Nigeria is currently operating an 'insecurity-based democracy' which can literally be called a 'bunker democracy', allegorically describing Nigeria as a country where politicians and the electorate are in constant fear and trepidation for their lives when an election is imminent. I argue that this unwholesome situation should be addressed so that Nigeria does not suffer democratic regression and undue relapse to military autocracy and absolutism. Bibliogr., notes, ref., sum. It has played a significant role in the area of truth finding and accountability and has been widely used in several countries in the last decade. In this article the focus is on Acholi women and girls in Acholiland, northern Uganda, who have suffered most severely from the impact of the Lord's Resistance Army (LRA) led by Joseph Kony. Their stories of trauma in the face of terror have not been properly acknowledged. This paper examines the role of storytelling in the healing of sexual violence survivors. It argues that constructive storytelling projects can provide an avenue for survivors of sexual violence to acknowledge trauma and attain healing, and counter the violent narrative of the group. Finally, the paper proposes a platform for a community initiative storytelling project. Bibliogr., sum. Poor communities are often considered a homogeneous group, with little appreciation for their agency in making electoral choices. In this paper, comparative data are shared from a quantitative study undertaken in two selected poor communities during 2013 in Johannesburg (Riverlea and Doornkop) and a rural community in the Limpopo province in 2014. Two key factors were explored that might explain voter preferences, namely identification and loyalty on the one hand, and on the other clientelism, social grants and vote-buying. Firstly, it was found that long-term party loyalty and party performance are the main predictors of voter preferences, irrespective of geographic location. Secondly, in all three areas, it is unlikely that the majority of poor voters will be persuaded to vote for a particular party on the basis of receiving food parcels before elections. Finally, the study showed that one in six voters would consider voting for a party that provides a social grant, with this trend being most prevalent in the African communities of Doornkop and Limpopo. Therefore, it could be argued that social grants can be used as a campaign strategy of gaining (or retaining) support from grant-holders and could influence the floating vote. The 2012 presidential election, however, served as a credibility test for the EC. In this paper my main objective is to analyse critically the Ghana 2012 election petition as an expression of mistrust in, and dissatisfaction with, the EC's performance. I argue that, at least in the case of Ghana, the success of an electoral process is largely a function of the human factor, not necessarily the legal frameworks and regulations in force. Using the theory of accountability, I analyse the role of temporary election officers in eroding public confidence in electoral processes. I also draw attention to some implications of Ghana's Supreme Court judgment on election administration in future. My recommendations include punishment for officers whose negligence causes avoidable political tensions, to demonstrate the state's determination to demand accountability from election officers on behalf of citizens. To support this argument, my study uses thematic content analysis of the petitioners' court affidavit, the court's judgment and legal opinions proffered through media outlets. Bibliogr., notes, sum. VL - 16 U2 - w45 U3 - Abstract available N2 - In this paper, the interplay between various competing orders among three ethnic groups on the margins of the Ethiopian state that have overlapping presence along the Ethiopia-Kenya border is analysed. The paper probes into complex and intertwined causes of inter-group conflicts by going beyond the commonly asserted resource scarcity and ethnicity assumptions, arguing that any attempt to establish sustainable peace becomes futile without assessing inter-group conflict within a context including historical, environmental, political, economic, cultural and institutional dimensions. The paper also conceptualises the state as an active player in inter-group relations, as it plays a fundamental role in instigating and/or resolving conflicts based on its political, economic and strategic interests. Taking the case of inter-group conflicts among three groups inhabiting border areas along southern Ethiopia and northern Kenya, and by employing actor-oriented perspectives, the paper argues that the involvement of competing interests and claims on the side of the Ethiopian state, local communities and individuals, both in the instigation of conflicts and peacebuilding processes further complicates the situation. It concludes that inter-group conflict and attempts at peacebuilding in the region are to a large extent influenced by national political dynamics, changes in traditional institutions and cross-border relations. We examine the extent of democratic progress registered by this milestone election, focusing on three democratic qualities of elections: competition, participation, and legitimacy. Whereas competitiveness and participation measures both fell relative to the 2010 election, the 2015 election was contested by all major parties and its results were accepted peacefully, registering a dramatic step forward in the legitimacy of the electoral process and outcome. We support this conclusion with a historical analysis; and by comparing the final 2015 results with parallel vote tabulation for the 2015 election, Afrobarometer survey data from 2014, and a subnational analysis of voter turnout in 2015 relative to 2010. ONHRI was employed by the Zimbabwean government (precisely as Government of National Unity) to ensure national healing and integration. The efficacy of top-down approaches to social cohesion in post-conflict contexts is questioned. The paper outlines how political expediency, mistrust and polarisation debilitated the work of ONHRI. There was little consultation done in creating ONHRI, especially with communities affected by political violence. Academics, civil society, smaller political parties and private entities were left out of the process of creating social cohesion mechanisms. For the Zimbabwe African National Union - Patriotic Front (ZANU-PF), the Organ was a concession on their part to the demands of the MDC and this led to problems in implementing its mandate. What transpired became a political cat and mouse game in which actors at the national level frustrated the process of uncovering the truth and the promotion of healing. ONHRI's work has to be understood within a context of political competition in the Government of National Unity (GNU) in which self-interest overtook the mandate of the Organ. The paper therefore argues that Zimbabwe lost an opportunity to entrench grassroots social cohesion and healing processes. Bibliogr., sum. In the best cases, this intermission is marked by hopeful candidates urging tense supporters to stay calm. In the worst cases, such periods are used by politicians to hurl accusations of fraud back and forth to work up partisanship and devalue electoral institutions. The days between an election and its results are stressful because incomplete information about this constituency or that trickles out, but partisans have few systematic ways to compare these data with past results or exit polling, and worry that the missing data are somehow being tampered with. This paper shows how OLS regression using past results to fill in partial results can not only reduce uncertainty in the short term, but may also point out whether or not withheld results seem plausible. What began as a simple social media experiment is presented here as an elegant formula that accurately predicts outcomes across Ghana's Fourth Republic and in Nigeria's 2015 presidential election. This accuracy was achieved with as little as 10% of the results in, and extremely biased samples. Bibliogr., notes, sum. VL - 16 IS - 1 U2 - w45 U3 - Abstract available N2 - Today, Africa is laced with some of the most obstinate conflicts, most of them constructed from differences in religious and ethnic identities. Religious and ethnic nationalism has led to conflicts about control of state power, unequal allocation of resources, citizenship issues, state collapse, economic decline and ethno-religious clashes. Nigeria has been pushed hither and thither by recurrent crises of regional or state illegitimacy, often impairing efforts at economic transformation, democratisation, national cohesion and stability (Osaghae and Suberu 2005:4). With this continental background in mind, this research paper seeks to examine the relationship between religion, ethnicity and conflict in Nigeria, focusing mainly on issues in the North of the country. The question is: To what extent are conflicts emerging from ethnic or religious sources? This paper also looks at the notion of Identity and how it explains the crisis of development and complexities in modern Nigeria. Bibliogr., notes, sum. The main purpose was to examine the roles and challenges of the indigenous conflict resolution mechanisms practised as an alternative to modern methods among the Ittu Oromo and Issa Somali clans. The study employed a qualitative research approach under which key informant interviews, focus group discussions, observations and informal discussions were conducted. Key informants and focus group discussants were selected purposively. It was found that territorial expansion, resource competition and cattle raiding were considered as the main causes of violent conflict in the area. Boundary disputes between the two regions have been associated not only with the accessibility of resources, but also with issues of identity. According to the participants, the indigenous institutions can play a major role in preventing and resolving intra-ethnic conflicts. There are cases of government support for indigenous institution leaders, especially where there is proximity between such leaders and the current political system. Government intervention in the indigenous systems can also result, however, in the weakening of customary institutions in the area. The absence of a single common binding indigenous institution that governs inter-ethnic conflict in the area is another challenge for indigenous systems of conflict resolution. Indigenous institutions can deal effectively with many conflicts caused by the above mentioned factors, but since they also have certain limitations, serious thought should be given to the option of appropriately integrating modern and indigenous institutions. In other words, both central banks and the general society play a role in money objects becoming money. On occasion, social rejection of new money objects occurs, such that official legal tender is not accepted or put to use as a medium of exchange in financial transactions, resulting in financial deadweight. Using qualitative data on coin use subsequent to Ghana's 2007 redenomination of the Cedi as well as the introduction of the e-zwich card, an electronic payment system, this paper explores two such cases of social rejection of a money object. Due to the role that society plays in adopting money objects, attempts to encourage adoption of money objects must include bottom up strategies. Bibliogr., notes, ref., sum. Discounting the doom youth theory of youth bulge, youth in crisis or lumpen youth culture, the article illustrates a paradigm shift in youth engagement in the conduct of elections. Youth engagement in the 2015 elections was more constructive than in prior elections. Within the context of dual motivation theory, the destructive engagement by youth in the prior elections was motivated by the need to change the outcome, whereas their constructive conduct in the 2015 elections was driven by duty to participate in public affairs in Nigeria. This change in political attitude is explained by a growing consciousness of the potential of young people to act as agents of change. This awareness arises through the aid of social media, coupled with the recent success story of the Arab Spring driven by youth, the inflammable repercussions of previous elections, and the high stakes the 2015 general elections held for Nigerian governance. The election management body of the 2015 elections was determined to break with the tradition of use of temporary voters' cards (TVCs) - which had become a recipe for monumental rigging of votes - and embraced the use of permanent voters' cards (PVCs). The PVCs were to be verified by a smart card reader (SCR) and authenticated through a check on fingerprints and biometric data. This was to prevent impersonation of voters; it also provided an audit trail by keeping records of authenticated voters in the results from each polling unit (PU). The 2015 general elections also saw the use of social media and new modes of campaigns and political marketing, and new issues of soapbox sloganeering and campaigning. The aim of the article is to propose some principles for leadership in situations characterised by violent conflict. By departing from a conceptual framework to explain holistic leadership, conflict leadership and peace leadership, the author explains what Great Heart Leadership is, citing several examples to illustrate these concepts. The author argues that a leader with a 'great heart' is a leader who is able to apply analytical, intellectual, emotional and spiritual/normative leadership to activate peaceful change. This argument is applied to the challenge of leading people towards lasting peace in Africa, offering the specific case of a San community in South Africa to illustrate Great Heart Leadership. VL - 16 IS - 1 U2 - w45 U3 - Abstract available N2 - The second Congo war (1998-2003) was a very complex conflict that involved a vast array of actors, interests and issues. After a stalemate was reached on the battlefield with none of the warring parties able to achieve military victory, peace negotiations became the only viable option to end the war. Civil society organisations were directly involved in both the peace process and the subsequent transitional dispensation designed to resolve the conflict, providing some sort of popular legitimacy to these two processes clearly dominated by politico-military forces. The central argument of this article is that while civil society involvement in the peace and transitional processes was instrumental in resolving the conflict underpinning the second Congo war, it entrenched a legacy: the politicisation of the civil society movement as inaugurated in the early 1990s. Indeed, although ground-breaking, the direct involvement of civil society in the management of transitional institutions contributed to weakening its member organisations as many of their leaders were either directly recruited into existing political platforms or simply decided to establish their own political organisations and join active politics. However, these election observation missions were inconsistent at best in terms of approach, methodology, framework and status. The first, which was in Namibia in 1989, was deployed within the framework of the United Nations (UN) statute in terms of which the UN invited the AU. The subsequent election observation missions have to date been deployed either as diplomatic or mediation missions or a combination of diplomatic and independent technical missions. This article shows that the election observation journey of the AU has passed through several stages and regimes. While we recognise the challenges, we also point towards improvement, and identify the missing links that the AU needs to complete to become a truly independent actor in its election observation missions. Uncertainty has become a dominant trope in the subjective experience of life in contemporary African societies. The volume investigates how uncertainty animates people's ways of knowing and being across the continent and examines how uncertainty is used as a social resource to negotiate insecurity and conduct and create relationships. It also addresses how uncertainty acts as a source for imagining the future. Uncertainty does not exist as an autonomous, external condition. Rather, it is entwined with social relations and shapes people's relationship between the present and the future. Contributions: Ethnographies of uncertainty in Africa : an introduction (Elizabeth Cooper and David Pratten). Part I - Social contingencies. Contingency : interpersonal and historical dependencies in HIV care (Susan Reynolds Whyte and Godfrey Etyang Siu); Charity and chance : the manufacture of uncertainty and mistrust through child sponsorship in Kenya (Elizabeth Cooper); The quest for trust in the face of uncertainty : managing pregnancy outcomes in Zanzibar (Nadine Beckmann); Food security, conjugal conflict, and uncertainty in "Bangladesh", Mombasa, Kenya (Adam Gilbertson). Part II - Future visions. Social invisibility and political opacity : on perceptiveness and apprehension in Bissau (Henrik Vigh); Rhythms of uncertainty and the pleasures of anticipation (on Mozambique, Julie Soleil Archambault); Embracing uncertainty : young people on the move in Addis Ababa's inner city (Marco Di Nunzio); "We wait for miracles" : ideas of hope and future among clandestine Burundian refugees in Nairobi (Simon Turner). While the book focuses on western and southern Africa - the sub-regions that boast the deepest traditions of historical archaeological research in the continent - case-studies are included as well from traditionally less well-represented areas (East African and Swahili coasts, Madagascar), whose material pasts are essential to a wider comprehension of variability and comparability of 'modern' colonial conditions. The book is divided into five parts: I. Circulation: scale, value, entanglement; II. Mediations: things, texts, oral traditions; III. Memory: imagining and remembering colonial worlds; IV. Power: politics, capitalism, and the making of colonial worlds; V. Discussion. Contributions: Materializing colonial pasts: African archaeological perspectives (Fran‡ois G. Richard); Small change: cowries, coins, and the currency transition in the Northern Territories of colonial Ghana (Natalie Swanepoel); Circulations through worlds apart: Georgian and Victorian England in an African mirror (Ann B. Stahl); Historical archaeology, language, and storytelling at the Cape of Good Hope and elsewhere (Yvonne Brink); The signs of mission: rethinking archaeologies of representation (on Madagascar, Zoe Crossland); Biographies of practice and the negotiation of Swahili at nineteenth-century Vumba (south coast of Kenya, Stephanie Wynne-Jones); Margins of difference: a study of the collapse and restoration of the Kekana chiefdom under the rule of Chief Mugombane (South Africa, Amanda Esterhuysen); The "dirty" material and symbolic work of "state" building in Madagascar: from indigenous state-crafting to indigenous empire building to external colonial imposition and indigenous insurrection (Susan Kus and Victor Raharijaona); The politics of absence: the longue dur‚e of state-peasant interactions in the Siin (Senegal), 1850s1930s (Fran‡ois G. Richard); Modernity's rush: time, space, and race in the shadows of the diamond fields (South Africa, Lindsay Weiss); On materializing colonial encounters: a commentary (Ibrahima Thiaw); African archaeologies in transition: hybrid knowledge of colonial pasts (Michael Rowland). As such, it provides an exceedingly rare and valuable picture of the experiences and thoughts of Africans, especially women, before the modern era. It is also an extraordinary account of a remarkable lifefull of vivid dialogue, heartbreak, and triumph. The Life and Struggles of Our Mother Walatta Petros (1672) tells the story of an Ethiopian saint who led a successful nonviolent movement to preserve African Christian beliefs in the face of European protocolonialism. When the Jesuits tried to convert the Ethiopians from their ancient form of Christianity, Walatta Petros (15921642), a noblewoman and the wife of one of the emperors counselors, risked her life by leaving her husband, who supported the conversion effort, and leading the struggle against the Jesuits. After her death, her disciples wrote this book, praising her as a friend of women, a devoted reader, a skilled preacher, and a radical leader. One of the earliest stories of African resistance to European influence, this biography also provides a picture of domestic life, including Walatta Petross life-long relationship with a female companion. Richly illustrated with dozens of color illustrations from early manuscripts, this groundbreaking volume provides an authoritative and highly readable translation along with an extensive introduction. Other features include a chronology of Walatta Petross life, maps, a comprehensive glossary, and detailed notes on textual variants. In 1998 a bloody war erupted in The Horn of Africa between Ethiopia and Eritrea. During the war Ethiopia arrested and expelled 70,000 of its citizens, and stripped another 50,000-plus of their citzenship on the basis of their presumed ethnicity. Nationalism, Law and Statelessness: Grand Illusions in the Horn of Africa examines the events which led up to the war, documents the expulsions and denationalisations that took place and follows the flight of these stateless Ethiopians out of the Horn into Europe. The core issue examined is the link between sovereignty and statelessness as this plays out in The Horn of Africa and in the West. The book provides a valuable insight into how nations create and perpetuate statelessness, the failure of law, both national and international, to protect and address the plight of stateless persons, and the illusory nature of nationalism, citizenship and human rights in the modern age. The study is one of a very few which examines the problem of statelessness through the accounts of stateless persons themselves. -- Publisher SN - 0-415-63493-8 AV - AFRIKA 52416 Y2 - 2017/10/11/ M3 - 411847406 ER - TY - BOOK ID - 4106 T1 - Violence in post-conflict societies : remarginalization, remobilizers and relationships A1 - Themn‚r,Anders Y1 - 2014/// N1 - Oorspr. uitg.: 2011 Bibliogr.: p. U2 - w45 N2 - A group of male youths of Sukur, a UNESCO World Heritage Cultural Landscape, in the Mandara mountains of Nigeria are initiated into manhood. The suite of associated ceremonies take place every two years and comprise the classic van Gennep phases of separation, retreat and reintegration into society. In the first, while others engage in the hardest labour of the agricultural season, the young men, covered in red ochre, wander, play flutes and compete with each other. In the second, after a fight that expresses long standing political tensions, and after being blessed in the presence of the chief, they spend some days on a rocky hill under their own governance. In the third, they don traditional costume and are introduced to important spirits before being reintegrated into society as men. The last and most splendid of a set of communal dances follows, and on the next day the new men are entertained by the chief. In contrast to inheritance, which is patrilineal, in this ceremonial sequence it is links with mothers and maternal kin that receive the greater symbolic emphasis AV - Online resource Y2 - 2017/10/11/ M3 - 412601753 L3 - https://youtu.be/m8i5NZA2Y48 ER - TY - BOOK ID - 4149 T1 - Black Hephaistos: exploring culture and science in African iron working A1 - David,Nic Y1 - 1995/// N1 - Engels gesproken KW - anthropological films (form) KW - Cameroon KW - iron forging KW - Nigeria KW - Sukur KW - videos (form) RP - NOT IN FILE EP - Online CY - Calgary PB - University of Calgary U1 - Free access. U2 - w45 N2 - The video presents traditional African iron-smelting and forging in the field and in the lab. Uniting ritual, magical, and technical aspects, smelting technology is metaphorically linked to procreation. Video footage, filmed in 1989 and 1993 in the Mandara highlands of Cameroon and Nigeria, records the process of smelting iron by Ajokfa, a Plata Kapa iron master, and fining and forging by Hundu, a Sukur smith who works within the UNESCO World Heritage Sukur Cultural Landscape. The viewer participates in the metallurgical laboratory work, including optical and electron microscopy, that reveals the workings of traditional iron metallurgy. The scene shifts back and forth between Central Africa and the Department of Materials Science and Engineering at the University of Arizona, where Dr David Killick demonstrates how scientific understanding of these processes is gained through metallurgical nalyses of their products and byproducts. This is the third of Nic Davids films on society and technology in the Mandara mountains AV - Online resource Y2 - 2017/10/11/ M3 - 412598612 L3 - https://youtu.be/6i4zHAEn7y4 ER - TY - BOOK ID - 4150 T1 - Vessels of the spirits: pots and people in North Cameroon A1 - David,Nic Y1 - 1990/// N1 - Engels gesproken KW - ancestor worship KW - anthropological films (form) KW - Cameroon KW - Hdi KW - Mafa KW - pottery KW - religious festivals KW - social life KW - videos (form) RP - NOT IN FILE EP - Online CY - Calgary PB - University of Calgary U1 - Free access. U2 - w45 N2 - This documentary film explores the role of pottery in daily, social and religious life. Pots are people and people are pots to the inhabitants of the Mandara highlands of North Cameroon. The film documents unusual techniques of manufacture of utilitarian and figurated sacred pottery among the Mafa, Sirak, and Hide, and shows how pots are assimilated to people by their decoration and in their capacity to contain spirits, including those of God and the ancestors. Pots are shown being used in economic, social, and ritual contexts, in the latter as tools for communication with the spirit world. Opening and closing sequences of a festival that involves the release, wild run, and recapture of bulls make the point that the bulls symbolize the spirits and their control by humans. The ceremony is the central religious rite precisely because it offers a general formula for human action. This is the second, after 'Dokwaza' and before 'Black Hephaistos', of three films on the relationship of material things to culture in general that form part of the ethnoarchaeological research products of the Mandara Archaeological Project AV - Online resource Y2 - 2017/10/11/ M3 - 412598590 L3 - https://youtu.be/--RDGuDNw20 ER - TY - BOOK ID - 4151 T1 - Dokwaza: last of the African iron masters A1 - David,Nic A1 - Le Bleis,Yves Y1 - 1988/// N1 - Engels gesproken KW - anthropological films (form) KW - Cameroon KW - iron forging KW - Mafa KW - videos (form) RP - NOT IN FILE EP - Online CY - Calgary PB - University of Calgary U1 - Free access. U2 - w45 N2 - This is the first of three films on the relationship of African material culture to its larger sociocultural context made between 1986 and 2010 as a part of the Mandara (Ethno)archaeological Project. Iron metallurgy began to transform the societies of sub-Saharan Africa over 2,500 years ago, but locally smelted bloomery iron has now been everywhere replaced by industrially produced stock. Traditional smelting is a complex process combining science and ritual that was disappearing just as it became feasible to capture it on visual media. This video therefore provides a rare record of a technology whose time has passed, and the reenactment of a smelt by iron workers of the Mafa ethnic group shows a furnace type and a process that are unique to a part of the northern Cameroon and Nigerian border area. Presented in three sequences, Dokwaza is first introduced as we follow the building of the furnace and bellows. Then charcoal and bellows skins are prepared. and the iron master demonstrates how ore is gathered and cleaned. The second sequence follows the long day of the smelt, as the furnace is charged with ore and charcoal, sacrifice made, and, after frenzied working of the bellows accompanied by music and song, a bloom mass is removed from the shaft. The third sequence takes place in the forge and shows the fining of the metal produced and its forging into a traditional hoe AV - Online resource Y2 - 2017/10/11/ M3 - 412598434 L3 - https://youtu.be/9yxdUwDe1JM ER - TY - BOOK ID - 4152 T1 - Islamic history A1 - Rahim,A.
