African women and the Sustainable Development Goals

SDG Gender equalityEvery year, on 8 March – International Women’s Day – special attention is paid to the position of women worldwide. This year’s UN theme for that day is ‘Planet 50-50 by 2030: Step It Up for Gender Equality’. The theme is directly related to the new Sustainable Development Goals, a set of targets to be achieved in the next fifteen years, that follow on from the  Millennium Goals. Gender equality is an important factor in all of these targets. It is also an important issue for the African Union, that recently  declared 2016 the ‘African Year of Human Rights, with a particular focus on the Rights of Women’.

In this context, the ASCL Library has compiled a web dossier. Attention is paid to all the themes represented in the Sustainable Development Goals. The dossier is divided into eight thematic chapters, containing titles from our library catalogue published after 2011. Each title links to the corresponding record in the online catalogue, which provides abstracts and full text links (when available). The dossier opens with a thematic introduction by ASCL researcher Marleen Dekker and concludes with links to a number of relevant websites.

Introduction

Improving the position of women in the world remains high on the political and development agenda. Gender equality features prominently in the new global goals - the Sustainable Development Goals - and the Letter on Inclusive Development that the Dutch Minister for Foreign Trade and Development Cooperation sent to Parliament in the autumn of 2015, which advocates for a structural focus on women in development.

This continued plea for gender equality is not only ‘the right thing to do’, also from a human rights perspective, it is arguably also a smart thing to do. Countries or economies cannot reap their full potential if half of the population is ignored or sidelined (the gender gap). Moreover, it is believed that including women has important implications for poverty reduction and economic growth. It is smart economics.

Yet, closing the gender gap and changing the position of women is not easy. And it is certainly not a linear process. To enable changes, it is extremely important to understand the scope of the gender gap, for example by using the Gender Equality Index developed by the African Development Bank. This Index assesses the state of gender equality on the continent, examining the role of women as producers, economic agents, in human development and as leaders in public life.

Knowledge, in diverse forms, on the historical, socio-cultural, economic as well as political position of women is also essential for informing policies and interventions aimed at enhancing the position of women in Africa, whether from a human rights- or a smart economics perspective. Given the contextual underpinnings of the position of women, improving their position is not a simple intervention based on cause and effect. For example, improvements in the economic position of women, through entrepreneurship development, may result in a backlash and even undermine the position of women within their family or in society.

This dossier provides recent literature on women and focuses on important themes related to the global goals. The themes address the full diversity of women as agents in the development process: women as entrepreneurs, as workers, in peace processes, as well as women’s health, education, rights and political participation.

INCLUDE, knowledge platform on inclusive development policies, has recently launched the new dossier ‘Women and inclusive development’, on what works best for women in enterprise promotion and social protection in Africa. The dossier is built around two key papers with thematic resource lists written by the Gender Resource Facility (GRF): ‘Making Social Protection Gender Sensitive for Inclusive Development in Sub-Saharan Africa’ by Julie Newton and ‘Gender-Aware Women’s Entrepreneurship Development for Inclusive Development in Sub-Saharan Africa’ by Saskia Vossenberg. In addition, the dossier will include links to articles, reports, events and research groups on women and inclusive development.
